smokey bear who?

the campground hosts gave our kids smokey bear stickers. they have no idea who this character is, or what he represents. we don't have broadcast TV, and i can't recall spotting any smokey bear appearances in recent years. maybe the various park & forest agencies have a huge surplus of stickers.
